The Quran tells us that Allah doesn't guide certain people.

S 2:258 Have you not seen the one who argued with Ibrahim concerning his lord because Allah had given him the dominion? When Ibrahim said: My lord is the one who vivifies and puts to death. He said: I vivify and put to death. Ibrahim said: Then Allah brings the sun from the rising place so bring it from the setting place. So the one who had disbelieved was dumbstruck and Allah does not guide the wrongdoing people.

S 2:264 Those who have believed, do not nullify your alms with largess and harm like the one who spends his money to be seen by people and does not believe in Allah and the last day. Then his similitude is like a rock upon which is dust then a downpour has struck it and left it hard. They have no power over anything of what they have earned. And Allah does not guide the kafir people.

S 3:86 How will Allah guide a people that has disbelieved after their belief and has testified that the messenger is true and the proofs have come to them? And Allah does not guide the wrongdoing people.

S 5:51 Those who have believed, do not take the Jews and the Nasara as protectors. Some of them are protectors of others. And he who takes them as protectors among you, he is of them. Allah does not guide the wrongdoing people.

S 5:67 Messenger, send what has been sent down to you from your lord and if you have not done so then you have not sent his message. And Allah protects you from people. Allah does not guide the kafirun people.

S 5:108 That is nearer that they bring the testimony on its face or they fear that oaths would be rejected after their oaths. And fear Allah and hear. And Allah does not guide the fasiq people.

S 6:144 And of the camels two and of the cows two. Say: Has he forbidden two males or the two females or what the wombs of the two females contain? Or were you witnesses when Allah bequeathed you this? So who is more unjust than one who has fabricated a lie against Allah to misguide people without knowledge? Allah does not guide the wrongdoing people.

S 9:19 Have you made the supplying of water of the pilgrim and the maintenance of the Sacred Mosque like one who has believed in Allah and the last day and has waged jihad in the way of Allah? They are not equal with Allah. And Allah does not guide the wrongdoing people.

S 9:24 Say: If your fathers and your sons and your brothers and your husbands and your clan and monies you have committed and trade you fear a slump therein and dwellings you have taken pleasure in are more beloved to you than Allah and his messenger and jihad in his way, then lie in wait until Allah brings his command. And Allah does not guide the fasiq people.

S 9:37 The postponing is only an increase in kufr. Those who have disbelieved stray thereby. They permit it one year and forbid it another to adjust an ‘iddah what Allah has forbidden and permit what Allah has forbidden. The evil of their deeds has been adorned for them. And Allah does not guide the kafirun people.

S 9:80 Ask forgiveness for them or do not ask forgiveness for them. If you ask forgiveness for them 70 times, Allah will not forgive them. That is because they disbelieved in Allah and his messenger and Allah does not guide the fasiq people.

S 9:109 Is then he who has founded his building upon taqwa from Allah and pleasure better or he who has founded his building upon a collapsing bluff edge so it has collapsed with him in the fire of Jahannam? And Allah does not guide the wrongdoing people.

S 16:37 If you desire their guidance, Allah does not guide him whom he misguides and they have no helpers.

S 16:104 Those who do not believe in Allah’s verses, Allah does not guide them and theirs is painful torture.

S 16:107 That is because they have preferred the dunya life to the hereafter and that Allah does not guide the kafirun people.

S 28:50 But if they have not answered you know that they only follow their desires. And who is more astray than he who has followed his desire without guidance from Allah? Allah does not guide the wrongdoing people.

S 39:3 Indeed, Lah’s is the pure religion. And those who take protectors instead of him--We do not worship them except that they may bring us closer to Allah zulfa. Allah judges among them in what they differ about. Allah does not guide one who is a liar, a kaffar.

S 40:28 And a believing man from Fir’awn’s family who conceals his faith said: Will you kill a man because he says: My lord is Allah and has brought you the proofs from your lord? And if he is a liar then upon him is his lie and if he is truthful, some of that which he promises you will strike you. Allah does not guide him who is extravagant, a liar.

S 46:10 Say: Have you seen if it was from Allah and you have disbelieved in it and a witness from the Banu Isra’il has borne witness to the like thereof and he has believed and you were arrogant? Allah does not guide the wrongdoing people.

S 61:5 And when Musa said to his people: People, why do you harm me when you have known that I am Allah’s messenger to you? Then when they swerved Allah made their hearts swerve. And Allah does not guide the fasiq people.

S 61:7 And who is more unjust than he who has fabricated a lie against Allah when he is called to Islam? And Allah does not guide the wrongdoing people.

S 62:5 A similitude of those who were burdened with the Torah then did not bear it is like the similitude of the donkey that carries Scriptures. Miserable was the similitude of the people who called Allah’s verses a lie. And Allah does not guide the wrongdoing people.

S 63:6 It is equal to them whether you have asked for forgiveness for them or have not asked for forgiveness for them. Allah will not forgive them. Allah does not guide the fasiq people.

Allah doesn't guide wrongdoing people, kuffar, fasiq people (definition: https://www.almaany.com/en/dict/ar-en/%D9%81%D8%A7%D8%B3%D9%82/ ), those who misguide, those who don't believe in the verses, liars or the extravagant.
