S 9:32 They want to extinguish Allah’s light with their mouths, and Allah refuses except to perfect his light, even if the kafirun have disliked.

S 61:8 They want to extinguish Allah’s light with their mouths but Allah is perfecting his light, even if the kafirun have disliked.

Allah refuses its light to be extinguished (by the disbelievers), EXCEPT to perfect it. Allah is perfecting it. When would Allah finish perfecting its light?
