A number of passages speak of permission.
S 2:97 Say: He who was an enemy to Jibril, he sent it down upon your heart with Allah’s permission, confirming what is in front of it and as guidance and good news for the believers.
'Sent it down with Allah's permission? Wouldn't Allah have commanded him to do so? If so, would it be appropriate to speak of permission? Or did Jibril act independently of Allah?
S 2:102 And they followed what the devils read over the dominion of Sulayman. And Sulayman did not disbelieve but the devils disbelieved, teaching people magic and what was sent down to the two angels in Babylon, Harut and Marut. And they do not teach anyone until they say: We are only fitnah, so do not disbelieve. But they learn from them what separates therewith man from his husband. And they do not harm therewith anyone but with Allah’s permission. And they learn what harms them and it does not profit them. And they knew whoever buys it, has no share in the hereafter. And miserable is what they sold themselves therewith, had they known.
S 2:213 People were one nation then Allah raised the prophets as bearers of good news and as warners and sent down with them the book with the truth to judge between people in what they had differed concerning. And none differed in it except those who had been given it after what the proofs had come to them out of wrong between them. And Allah guided those who had believed in what they had differed in of the truth with his permission. And Allah guides whom he wills to a straight path.
Did Allah guide with some deity's permission?
S 2:221 And do not futter the mushrikat until they believe. And a believing maid is better than a mushrikah even if she has pleased you. And do not give to the mushrikun in nikah until they believe, and a believing slave is better than a mushrik even if he has pleased you. Those call to the fire and Allah calls to the Jannah and forgiveness with his permission. And he clarifies his verses for people; perhaps they will remember.
Allah calls to the Jannah and forgiveness with his permission? Whose?
S 2:249 Then when Talut left with the troops he said: Allah is testing you with a river. So he who has drunk from it is not of me and he who has not tasted it is of me except him who has scooped up a quantity with his hand. Then they drank from it except a few of them. Then when he crossed it, he and those who had believed with him, they said: We have no strength today against Jalut and his troops. Those who thought that they were meeting Allah said: How many of a small band defeated a large band with Allah’s permission? And Allah is with the patient.
S 2:251 So they defeated them with Allah’s permission and Dawud killed Jalut and Allah gave him the dominion and the wisdom and taught him of what he wills. And had it not been for Allah’s pushing people by one another the Earth would have corrupted but Allah is a possessor of favour to the ‘alamin.
S 2:255 Allah--there is no god but him, the living, the qayyum. Neither slumber nor sleep takes him. His is what is in the skies and what is on the Earth. Who is the one who intercedes with him but with his permission? He knows what is in front of them and what is behind them. And they do not surround anything of his knowledge but what he has willed. His chair was wide over the skies and the Earth. And his guarding them does not tire him. And he is the high, the great.
S 3:49 And a messenger to Banu Isra’il: I have come to you with a sign from your lord that I create for you from clay like the form of a bird and blow into it and it is a bird with Allah’s permission. And I heal the blind and the leper and I vivify the dead with Allah’s permission. And I inform you of what you eat and what you lay by in your houses. In that there is a sign for you if you are believers.
Permission or no, Isa supposedly did what only Allah supposedly does.
S 3:145 And it was not for a soul to die except with Allah’s permission, a scheduled book. And he who wants the recompense of the dunya, we give him thereof; and he who wants the recompense of the hereafter, we give him thereof. And we shall reward the grateful.
S 3:152 And Allah verified his promise to you when you kill them with his permission until when you lost heart and contended concerning the command and disobeyed after what he showed you what you love. Among you is he who wants the dunya and among you he who wants the hereafter. Then he turned you from them to test you. And he pardoned you. And Allah is a possessor of favour for the believers.
S 4:25 And he among you who could not afford to futter the muhsanat, the believers, then what your right hands have possessed of your maids, the believers. And Allah knows your faith. You are of one another. So futter them with the permission of their family and give them their wages with kindness. Muhsanat, not musafihat nor takers of paramours. Then when they have been fortified and if they commit fahishah, then upon them is half of what is upon the muhsanat of torture. That is for him among you who has feared sin, and that you be patient is better for you. And Allah is a forgiver, merciful.
S 4:64 And we did not send any messenger except to be obeyed with Allah’s permission. And had they when they had wronged themselves come to you and asked Allah for forgiveness and the messenger had asked for forgiveness for them they would have found Allah a repenter, merciful.
S 5:16 Allah guides therewith those who have followed his pleasure to the ways of peace and brings them out of the darknesses into the light with his permission and guides them to a straight path.
Does Allah guide and bring out of the darknesses (sic) with some deity's permission?
S 5:110 When Allah said: Isa son of Maryam, remember my grace upon you and upon your mother when I supported you with the holy spirit when you speak to the people in the cradle and in middle age. And when I taught you the book and the wisdom and the Torah and the Injil. And when you create from the clay as the form of the bird with my permission and blow into it and it is a bird with my permission and you heal the blind man and the leper with my permission and when you bring out the dead with my permission. And when I restrained the Banu Isra’il from you when you brought them proofs and those who disbelieved of them said: This is nothing but obvious magic.
Permission does not equal the granting of ability.
S 7:58 And the good country, its vegetation comes out with its lord’s permission, and that which was bad does not come out except crabbedly. Thus do we explain the signs for a people who thank.
Does vegetation require permission to grow? It does what it is designed to.
S 8:66 Now Allah has lightened for you and he knew that there is weakness in you. So if there are among you 100 patient, they will defeat 200. And if there are among you 1,000, they will defeat 2,000 with Allah’s permission. And Allah is with the patient.
S 10:100 And it was not for a soul to believe except with Allah’s permission; and he puts rijs on those who do not comprehend.
S 11:105 A day it comes a soul does not speak except with his permission. Then among them a wretched one and a happy.
S 13:38 And we sent messengers before you and made them husbands and offspring. And it was not for a messenger to bring a sign except with Allah’s permission. For every term a book.
S 14:1 Alif lam ra. A book we have sent down to you that you may bring out people from the darknesses into the light, with their lord’s permission, to the path of the mighty, the praiseworthy,
S 14:11 Their messengers said to them: We are nothing but human beings the like of you but Allah is benevolent to whom he wills of his slaves. And it was not ours to bring you authority except with Allah’s permission. And in Allah let the believers put their trust.
S 14:23 And those who have believed and have done the righteous deeds have been admitted to jannat, rivers running beneath them, abiding therein indefinitely with their lord’s permission. Their greeting therein is Peace.
S 22:65 Have you not seen that Allah has subjected to you what is on the Earth? And the ships running in the sea by his command? And he holds the sky lest it falls on the Earth except with his permission. Allah is kind, merciful to people.
Does Allah hold the sky up and can only drop it with some deity's permission?
S 33:46 And as a caller to Allah with his permission and as a bright lamp.
S 34:12 And to Sulayman the wind. Its morning errand a month and its afternoon errand a month and we caused the spring of qitr to flow for him. And of the jinn those who worked in front of him with his lord’s permission. And he who deviates among them from our command, we make him taste of the torture of the blaze.
S 35:32 Then we caused those we have chosen of our slaves to inherit the book. And among them is one who wrongs himself and among them is one who is frugal and among them is one who is excelling in the good things with Allah’s permission. That is the big favour.
S 40:78 And we sent messengers before you. Among them those we have related to you and among them those we have not related to you. And it was not for a messenger to bring a sign except with Allah’s permission. So when Allah’s command came it was decided in truth and there the nullifiers lost.
S 42:51 And it was not for a human being that Allah should speak to him except by inspiration or from behind a hijab or sending a messenger and inspiring with his permission what he wills. He is high, wise.
Does Allah inspire with a deity's permission? Or does the messenger inspire?
S 58:10 Confidential talk is only from the Devil to grieve those who have believed but he does not harm them at all except with Allah’s permission. And in Allah let the believers put their trust.
S 59:5 What you cut down of a linah or left them standing on their roots, by Allah’s permission and that he might disgrace the fasiqun.
S 64:11 No disaster has struck except with Allah’s permission. And he who believes in Allah, he guides his heart. And Allah is learned in everything.
S 97:4 The angels and the spirit descend therein with their lord’s permission, from every affair.
