Consult Them Or Not?

In S 10:94, the author's alter ego tells him to consult those who read the Bible if in doubt.

And if you are in doubt as to what we have sent down to you, ask those who have been reading the Book before you. The truth has come to you from your lord so do not be of the doubters.

But in a hadith we read:

Narrated Abu Huraira:

The people of the Scripture (Jews) used to recite the Torah in Hebrew and they used to explain it in Arabic to the Muslims. On that Allah's Messenger (ﷺ) said, "Do not believe the people of the Scripture or disbelieve them, but say:-- "We believe in Allah and what is revealed to us." (2.136)

He clearly has no idea whether they are explaining the Torah correctly nor does he know its contents and he says: "Do not believe the people of the Scripture or disbelieve them, but say:-- "We believe in Allah and what is revealed to us." Is he consulting them when in doubt yet doubting what they say?
