Predestined to Sin and for Hell

In Islam there is no free will, all is predestined. So man is not the author of his actions and he cannot will unless Allah wills. Any sin that he might commit has been decided for him.
S 74:55-56 So he who has willed has remembered it. And he does not remember except that Allah wills. He is the deserving of taqwa and the deserving of forgiveness.
S 76:30 And you do not will except that Allah wills. Allah was learned, wise.
S 81:29 But you do not will except that Allah, lord of the ‘alamin, wills.
S 91:8 And he inspired it {the soul} with its licentiousness and its taqwa.

Allah wants you to sin.
Abu Huraira reported Allah's Messenger (ﷺ) having said:
By Him in Whose Hand is my life, if you were not to commit sin, Allah would sweep you out of existence and He would replace (you by) those people who would commit sin and seek forgiveness from Allah, and He would have pardoned them.
Adam was predestined by Allah 40 years before his creation to commit the deed for which he was expelled from the Jannah.
Narrated Abu Huraira:
Allah's Messenger (ﷺ) said, "Adam and Moses argued with each other. Moses said to Adam. 'You are Adam whose mistake expelled you from Paradise.' Adam said to him, 'You are Moses whom Allah selected as His Messenger and as the one to whom He spoke directly; yet you blame me for a thing which had already been written in my fate before my creation?"' Allah's Messenger (ﷺ) said twice, "So, Adam overpowered Moses."
Narrated Abu Huraira:
The Prophet (ﷺ) said, "Adam and Moses argued with each other. Moses said to Adam. 'O Adam! You are our father who disappointed us and turned us out of Paradise.' Then Adam said to him, 'O Moses! Allah favored you with His talk (talked to you directly) and He wrote (the Torah) for you with His Own Hand. Do you blame me for action which Allah had written in my fate forty years before my creation?' So Adam confuted Moses, Adam confuted Moses," the Prophet (ﷺ) added, repeating the Statement three times.
Narrated Abu Huraira:
The Prophet (ﷺ) said, "Moses argued with Adam and said to him (Adam), 'You are the one who got the people out of Paradise by your sin, and thus made them miserable." Adam replied, 'O Moses! You are the one whom Allah selected for His Message and for His direct talk. Yet you blame me for a thing which Allah had ordained for me before He created me?." Allah's Messenger (ﷺ) further said, "So Adam overcame Moses by this Argument."
Some people and jinn have been created to be sent to hell.
S 7:179 And we have created for Jahannam many of jinn and man. They have hearts they do not comprehend with and they have eyes they do not see with. And they have ears they do not hear with. Those are like cattle, rather, they are more astray. Those, they are the heedless.
Allah is said to be a forgiver, but how can Allah forgive a man for what it itself has made that man do?
