The Hearer or A Hearer?

The qurans speak of the hearer and of a hearer.
S 2:127 And when Ibrahim raises the foundations of the House, and Isma’il. Our lord, accept from us. You are the hearer, the learned.
S 2:137 So if they have believed in the like of what you have believed in then they have been guided and if they have turned away then they are only in dissension. So Allah will suffice against them and he is the hearer, the learned.
S 2:181 So he who has altered it after what he has heard, his iniquity is only on those who alter it. Allah is a hearer, learned.
S 2:224 And do not make Allah a goal for your oaths that you be pious and fear and reform between people. And Allah is a hearer, learned.
S 2:227 And if they decide on divorce then Allah is a hearer, learned.
S 2:244 And fight in the way of Allah and know that Allah is a hearer, learned.
S 2:256 There is no compulsion in religion. Rectitude has become clear from allurement. So he who disbelieves in the taghut and believes in Allah has grabbed the firm noose, it has no breaking. And Allah is a hearer, learned.
S 3:34 Offspring of one another. And Allah is a hearer, learned.

S 5:76 Say: Do you worship instead of Allah what has no power for harm or benefit for you? And Allah is the hearer, the learned.
S 6:13 And his is what has dwelt in the night and the day and he is the hearer, the learned.
S 6:115 And your lord’s word was fulfilled in truth and justice. None changes his words and he is the hearer, the learned.

S 8:17 And you did not kill them but Allah killed them. And you did not throw when you threw but Allah threw and to test the believers with a good affliction from him. Allah is a hearer, learned.
S 8:42 When you are on the nearer bank and they on the further bank and the convoy lower than you. And had you made an appointment you would have differed in the appointment. But that Allah might decide a matter that was done that he might destroy him who perished on a proof and keep alive him who lived on a proof. And Allah is a hearer, learned.
S 8:53 That is because Allah was not one to change grace that he had bestowed upon a people until they should change what is in themselves. And that Allah is a hearer, learned.
S 8:61 And if they have inclined to peace, incline to it. And put your trust in Allah. He is the hearer, the learned.
S 9:98 And among the Bedouins is he who takes what he spends as a loss and he lies in wait for you, misfortunes. Upon them are the misfortunes of evil. And Allah is a hearer, learned.
S 9:103 Take from their monies a charity, purifying them and increasing them therewith and pray for them. Your prayer is a rest for them. And Allah is a hearer, learned.

S 22:61 That is because Allah thrusts the night into the day and thrusts the day into the night. And that Allah is a hearer, a seer.
S 22:75 Allah chooses from the angels messengers and from people. Allah is a hearer, a seer.
S 24:21 Those who have believed, do not follow the Devil’s steps, and he who follows the Devil’s steps--he commands fahishah and baseness. And had it not been for Allah’s favour upon you and his mercy, none of you would ever have been pure, but Allah purifies whom he wills. And Allah is a hearer, learned.
S 24:60 And the rank and file of the women who do not hope for nikah, there is no misdemeanour upon them to take off their clothes, not adorning with adornment. And that they abstain is better for them. And Allah is a hearer, learned.
Is this about a woman's age? Does the author think that a woman in more mature years will not desire marriage or coitus? Is it about lesbianism?
S 26:220 He is the hearer, the learned.
S 29:5 He who was hoping for Allah’s meeting, Allah’s term is coming. And he is the hearer, the learned.
S 29:60 And how many a beast does not carry its provision? Allah provides for it and you. And he is the hearer, the learned.
S 31:28 Your creation and your resurrection are nothing but as one soul. Allah is a hearer, a seer.
S 34:50 Say: If I have erred then I only err against myself. And if I have been guided then it is because my lord inspires me. He is a hearer, near.
S 40:20 And Allah decides in truth and those they invoke instead of him do not decide anything. Allah is the hearer, the seer.
S 40:56 Those who argue concerning Allah’s verses without authority having come to them, there is nothing in their chests but atrocity, they do not reach it. So seek refuge in Allah. He is the hearer, the seer.
S 41:36 And if an incitement to evil from the Devil comes to you, seek refuge with Allah. He is the hearer, the learned.
S 42:11 The splitter of the skies and the Earth. He has made for you from yourselves husbands and from the cattle husbands; he multiplies you thereby. There is nothing like him and he is the hearer, the seer.
S 44:6 As mercy from your lord. He is the hearer, the learned,
S 49:1 Those who have believed, do not precede in front of Allah and his messenger and fear Allah. Allah is a hearer, learned.
S 58:1 Allah has heard the speech of the one who argues with you concerning her husband and complains to Allah. And Allah hears your talk. Allah is a hearer, a seer.
The reader will also notice that sometimes Allah is the learned and sometimes not; sometimes the seer and sometimes a seer.
What are we to make of this?
