A Brief Note on S 6:38

S 6:38 And there is no beast on the Earth nor bird that flies with its two wings but are nations the likes of you. We have neglected nothing in the book. Then to their lord are they gathered.
What is meant by 'nations'? Do animals have monarchs, presidents or prime ministers? Does it mean that animals live in communities? If so, what about animals such as the polar bear that leads a mostly solitary life. Regarding this creature we read here:
Although young polar bears like to play together, adults prefer to be left alone except during mating season and when raising their cubs. They spend about half their time hunting for food, and they will tolerate the company of others if they find food that is large enough to share, like the carcass of a whale.
If the author was referring to genera, that's a given.
"We have neglected nothing in the book." In what book? The Quran? Where do we read about the polar bear? "Then to their lord are they gathered." They are judged? We read in the Jalalayn:
There is no mā min min is extra animal that crawls on the earth and no bird that flies through the air with its wings but they are communities like to you in the way that its creation has been ordained together with its sustenance and affairs. We have neglected nothing min shay’ min is extra in the Book in the Preserved Tablet al-lawh al-mahfūz nothing that We have not written; then to their Lord they shall be gathered and judgement shall be passed upon them and the hornless sheep shall retaliate against the horned ram and then it will be said to them the animals ‘Be dust’.
