S 18:86 Until when he reached the setting place of the sun he found it setting in a muddy spring and found by it a people. We said: Dhul Qarnayn, either you torture or you take them with goodness.

S 18:89-90 Then he followed a cable Until when he reached the rising place of the sun he found it rising on a people whom we had not made a shelter against it for.

S 18:93 Until when he reached between the two bars he found a people instead of them not almost comprehending speech.

Did he think that he found the sun setting in a muddy spring? Did he think that he found people by it? Did he think that he found the sun rising on people? Did he think that he found people who could barely comprehend speech?
