Allah Seduces Satan

S 7:16-17 He said: So because you have seduced me I will sit for them on your straight path. Then I will come to them from in front of them and from behind them and from their right and from their left and you do not find most of them grateful.

Apparently Allah had seduced Iblis (Satan) into not worshipping the angels when it told them to worship Adam. Because it had done this Iblis would seduce Allah's slaves.

If Islam were true, Satan seduces man only because Allah seduced him, Iblis, before. To what end? That sin might abound?

Abu Huraira reported Allah's Messenger (ﷺ) having said:

By Him in Whose Hand is my life, if you were not to commit sin, Allah would sweep you out of existence and He would replace (you by) those people who would commit sin and seek forgiveness from Allah, and He would have pardoned them.
