Is the Moon a Light?

S 10:5 He is the one who made the sun a splendour and the moon a light and determined houses for it that you may know the number of years and the account. Allah did not create that but with truth. He details the signs for people who know.

S 71:16 And made the moon therein a light and made the sun a lamp?

Is the first passage saying that astrological houses were determined and that one might use them as a sort of calendar? What exactly is "the account"?

The moon may well be said to be a luminary but a light? The moon reflects light from the sun.

Muslims may cite Genesis 1:14-16, however the Hebrew word used is meoroth, singular: maor; luminaries.
