Sent to the Mother of Villages

S 6:92 And this is a book; we have sent it down, blessed, confirming that which is in front of it and that you may warn the mother of the villages and those who are around it. And those who believe in the hereafter believe in it and they are guarding over their salat.
S 42:7 And thus have we inspired you with an Arabic quran that you may warn the mother of villages and those around it and warn on the day of collection. There is no doubt therein. A party in the Jannah and a party in the blaze.
He is a warner to Mecca and those in the immediate surrounding area. So he isn't even a warner for the whole of the Arabian Peninsula. The Quran says that he is ONLY a warner.
S 7:184 Have they not pondered? There is no madness in their companion. He is nothing but an obvious nadhir.
S 7:188 Say: I do not possess benefit or harm for myself except what Allah has willed. And had I been a knower of the ghayb I would have demanded much of the good and the evil would not have touched me. I am nothing but a nadhir and a bearer of good news for a people who believe.
S 11:12 Then perhaps you are leaving some of what you are inspired with and your chest is straitened by it because they say: Why has a treasure not been sent down upon him or an angel come with him? You are only a nadhir. And Allah is an agent over everything.
S 13:7 And those who have disbelieved say: Why has a sign from his lord not been sent down upon him? You are only a warner and every people has a guide.
Every people has a guide? Each nation has its own warner?
S 17:105 And we sent it down with the truth and it came down with the truth. And we did not send you except as a bearer of good news and as a nadhir.
S 25:56 And we have not sent you but as a bearer of good news and as a nadhir.
In S 26:15 we read this of Nuh: I am nothing but an obvious nadhir.
S 29:50 And they have said: Why have signs not been sent down upon him from his lord? Say: The signs are only with Allah and I am only an obvious nadhir.
S 34:46 Say: I only advise you in one thing, that you stand for Lah two and alone then reflect. There is no madness in your companion. He is nothing but a nadhir to you in front of severe torture.
S 35:23 You are nothing but a nadhir.
S 38:70 I am not inspired except that I am only an obvious nadhir.
S 46:9 Say: I am not an innovation among the messengers and I do not know what will be done with me or with you. I do not follow but what I am inspired with and I am nothing but an obvious nadhir.
S 67:26 Say: Knowledge is only with Allah and I am only an obvious nadhir.
If just a warner, was he actually a messenger and a prophet?
