Where Is Allah Exactly?

Allah supposedly resides above the seven skies. But what does quran say? In S 67:16-17 we read:
Have you felt safe from him who is in the sky not to cause the Earth to swallow you when it undergoes commotion? / Or have you felt safe from him who is in the sky not to send a tempest against you? Then you will know how a nadhir is.
Those two verses would appear to put it in the lowest sky, the atmosphere.
This would put Allah firmly in creation. Whereas the 'best hadith', quran, has Allah in the atmosphere, non-quranic ahadith speak of Allah's descending to the atmosphere, in order to learn whether anyone is praying.
It was narrated from Abu Hurairah that the Messenger of Allah (ﷺ) said:
“Our Lord, the Blessed and Exalted, descends when one third of the night remains, every night and He says: ‘Who will ask of Me, that I may give him? Who will call upon Me, that I may answer him? Who will ask My forgiveness, that I may forgive him?’ until dawn comes.” Hence they used to prefer voluntary prayers at the end of the night rather than at the beginning.
