Who Admits Muslims To the Jannah and Jahannam?

S 4:13 Those are Allah’s hudud and he who obeys Allah and his messenger, he admits him to jannat, rivers running beneath them, abiding therein indefinitely. And that is the great win.


'He who' translates man which can be used of a number of people. As the closest referent of 'he' is messenger, which of the two, Allah or its messenger, admits to the unknown number of jannat?


S 4:14 And he who disobeys Allah and his messenger and transgresses his hudud--he admits him to the fire, abiding indefinitely therein. And his is base torture.


Again, 'he who' translates man. Which of the two admits to the fire? And as the verse speaks of 'his hudud', which is the referent of 'his'?
