Who is the Narrator?

In this short post I ask who the narrator is.


S 27:91-92 I have only been commanded to worship the lord of this country, who has declared it sacred. And his is everything. And I have been commanded to be of the Muslims / And that I read the Quran. So he who has been guided then he is only guided for himself. And he who has strayed then say: I am only of the warners.


There is no preceding 'Say'. Who is saying that he has been commanded to worship 'the lord of this country'? Allah? Has Allah been commanded to be of the Muslims and to read the Quran, with this surah, by the way, listed as the 48th surah 'revealed'? Whom does the narrator want to say that he is just a warner? And how many warners were there at the time?
