The Book of Musa

This expression occurs in two verses.

S 11:17 So is he who was on a proof from his lord and reads it, a witness from him, and before it Musa’s book as a guideline and a mercy? Those believe in it and he who disbelieves in it among the parties, the fire is his appointment. So do not be in doubt about it. It is the truth from your lord but most people do not believe.

The verb 'be' in the penultimate sentence is in the singular and the pronominal suffix 'your' in the last is the singular. 52 surahs in chronologically the author's alter ego is telling him not to doubt. Quran is a messily written book and 'it' probably refers to quran but 'it' could logically refer to Musa's book.

S 46:12 And before it is Musa's book as a guideline and a mercy. And this is a book confirming in Arabic to warn those who have done wrong and good news for the good-doers.

If 'it' refers to quran then quran didn't always exist. There is no 'was' in either surah. So what do we have, two books, Musa's unidentified book and quran? If the Torah is Musa's book, why do Muslims claim that it, 'a guideline and a mercy', is corrupt?
