The phrase 'ala kulli shay'in qadir عَلَىٰ كُلِّ شَيْءٍ قَدِيرٌ occurs in a number of verses. In the Arabic Bible we find الْقَادِرُ عَلَى كُلِّ شَيْءٍ Al-Qadiru Ala Kulli Shay' as the rendering of Almighty, along with القدير Al-Qadir.

S 2:20 The lightning almost makes off with their vision. Whenever it flashed for them they walked in it and when it went dark upon them they stood. And had Allah willed he would have taken their hearing and their vision. Allah is mighty over everything.

S 2:106 What we abrogate from a verse or cause it to be forgotten we bring better than it or the like of it. Have you not known that Allah is mighty over everything?

S 2:109 Many of the People of the Book have desired bringing you back after your faith as kuffar out of envy from themselves after what the truth became clear to them. So pardon and overlook until Allah comes with his command. Allah is mighty over everything.

S 2:148 And for all a direction. He turns towards it, so race to the goods. Wherever you are, Allah brings you all. Allah is mighty over everything.

S 2:259 Or like the one who passed by a village and it was collapsed on its turrets. He said: How will Allah vivify this after its death? Then Allah made him die 100 years then raised him. He said: How long have you remained? He said: I have remained a day or some of a day. He said: Rather you have remained 100 years. Then look at your food and your drink, it has not spoiled, and look at your donkey, and that we may make you a sign to people. And look at the bones, how we resurrect them, then we cover them with flesh. Then when it became clear to him he said: I know that Allah is mighty over everything.

S 2:284 Lah’s is what is in the skies and what is on the Earth. And if you reveal what is in yourselves or conceal it, Allah calls you to account for it. Then he forgives whom he wills and tortures whom he wills. And Allah is mighty over everything.

S 3:26 Say: Allahumma, owner of the dominion, you give the dominion to whom you will and take away the dominion from whom you will and honour whom you will and vulgarise whom you will. In your hand is good. You are mighty over everything.

If this 'dominion' is 'the dominion of the skies and the Earth' (see below), to whom might Allah give them? Does Allah retain them? Do human beings become its partners? Do human beings presently have them?

S 3:29 Say: If you conceal what is in your chests or reveal it, Allah knows it. And he knows what is in the skies and what is on the Earth. And Allah is mighty over everything.

S 3:165 And when a disaster has struck you, you had struck twice the like of it. You said: Whence is this? Say: It is from yourselves. Allah is mighty over everything.

S 3:189 And Lah’s is the dominion of the skies and the Earth. And Allah is mighty over everything.

S 5:17 Disbelieved have those who have said: Allah, he is the Messiah the son of Maryam. Say: Then who dominates against Allah in a thing if he wants to destroy the Messiah the son of Maryam and his mother and all those on the Earth? And Lah’s is the dominion of the skies and the Earth and what is between them. He creates what he wills and Allah is mighty over everything.

S 5:19 People of the Book, our messenger has come to you, making clear for you concerning the interval of the messengers lest you say: No bringer of good news or nadhir has come to us. A bringer of good news and a nadhir has come to you. And Allah is mighty over everything.

S 5:40 Did you not know that Allah--his is the dominion of the skies and the Earth? He tortures whom he wills and forgives whom he wills. And Allah is mighty over everything.

S 5:120 Lah’s is the dominion of the skies and the Earth and what is in them. And he is mighty over everything.

S 6:17 And if Allah touches you with harm then there is no discoverer for it but him. And if he touches you with good then he is mighty over everything.

S 8:41 And know that what you have plundered of a thing, that Lah’s is a fifth of it and the messenger’s and the relatives’ and the orphans’ and the needy ones’ and the traveller’s, if you believe in Allah and what we sent down upon our slave on the day of the Furqan, a day the two crowds met. And Allah is mighty over everything.

S 9:39 Except you stampede he will torture you with a painful torture and substitute a people other than you and you will not harm him at all and Allah is mighty over everything.

S 11:4 To Allah is your return and he is mighty over everything.

S 16:77 And Lah’s is the ghayb of the skies and the Earth. And the matter of the Hour is nothing but as a jiffy or it is nearer. Allah is mighty over everything.

S 22:6 That is because Allah--he is the truth. And that he vivifies the dead and that he is mighty over everything.

S 24:45 And Allah created every beast from water. Of them is he who walks on his belly and of them he who walks on two legs and of them he who walks on four. Allah creates what he wills. Allah is mighty over everything.

S 29:20 Say: Travel in the Earth and see how he began creation. Then Allah creates the last emergence. Allah is mighty over everything.

How might travelling show one how Allah (supposedly) began creation?

S 30:50 So look at the effect of Allah’s mercy, how he vivifies the Earth after its death. That, he vivifies the dead. And he is mighty over everything.

S 33:27 And he caused you to inherit their land and their homes and their monies and a land you had not trodden. And Allah was mighty over everything.

Was mighty over everything?

S 35:1 Praise be to Lah, splitter of the skies and the Earth, maker of the angels as messengers. Possessors of wings, two and three and four. He increases in creation what he wills. Allah is mighty over everything.

S 41:39 And of his signs are that you see the Earth humble but when we have sent down water upon it it has trembled and increased. The one who has vivified it is the vivifier of the dead. He is mighty over everything.

S 42:9 Or have they taken protectors instead of him? But Allah, he is the protector and he vivifies the dead. And he is mighty over everything.

S 46:33 Have they not seen that Allah is the one who created the skies and the Earth and was not tired by their creation, able to vivify the dead? Yes, he is mighty over everything.

S 48:21 And another that you did not have power over, Allah encompassed it. And Allah was mighty over everything.

S 57:2 His is the dominion of the skies and the Earth. He vivifies and causes to die and he is mighty over everything.

S 59:6 And what Allah gave as booty to his messenger from them you did not agitate for it of horses or a mount but Allah gives power to his messengers over whom he wills. And Allah is mighty over everything.

S 64:1 What is in the skies and what is on the Earth praises Lah. His is the dominion and his the praise. And he is mighty over everything.

S 65:12 Allah is the one who created seven skies and of the Earth the like of them. The affair descends between them that you may know that Allah is mighty over everything. And that Allah has surrounded everything in knowledge.

S 67:1 Blessed be the one in whose hand is the dominion and he is mighty over everything.

S 66:8 Those who have believed, repent to Allah in sincere repentance. Perhaps your lord will atone for you your evil deeds and admit you to jannat, rivers running beneath them, on a day Allah does not disgrace the prophet and those who have believed with him. Their light strives between their hands and in their right hands. They say: Our lord, perfect our light for us and forgive us. You are mighty over everything.

S 67:1 Blessed be the one in whose hand is the dominion and he is mighty over everything.

Is Allah invoking blessing on itself?

The author was evidently influenced by Christians, Jews or both. In the Arabic Bible الْقَادِرُ عَلَى كُلِّ شَيْءٍ 'the one mighty over every thing' has its origins in the Greek Pantokrator, which in turn is a rendering of the Hebrew Shaddai,

Definition for Pantokrator:

Noun

παντοκράτωρ (pantokrátōr) m (genitive παντοκράτορος); third declension, παντοκράτειρα f (pantokráteira)

Definition for Shaddai:

שַׁדַּי (shadái)

Is Allah mighty over just inanimate things such as stones? Why might Allah need might over a blade of grass? Man is arguably not a thing. So is Allah mighty over man?
